Restoring Social Cohesion in a Post-Conflict Neighbourhood

Bamenda III Sub-Division, Northwest Region2024

The Challenge

Following three years of armed conflict, a Bamenda neighbourhood of approximately 4,000 residents experienced fractured community ties, widespread distrust of local institutions, and the displacement of over 300 families. Informal governance mechanisms had collapsed and disputes — over land, property, and resources — were escalating with no functional resolution pathway.

Our Intervention

Positive Peace Group deployed a 6-month structured peacebuilding programme comprising: (1) a needs and conflict mapping exercise involving 80 community representatives; (2) twelve inter-group dialogue sessions using facilitated community dialogue methodology; (3) a 3-day residential leadership retreat for 20 emerging community leaders; and (4) the co-creation of a Community Peace Charter formalising new dispute resolution procedures and shared community norms.

The Outcome

By the programme's end, 94% of displaced families had returned and reintegrated. The Community Peace Charter was formally adopted and endorsed by sub-divisional authorities. Reported inter-community disputes fell by 68% in the six months following the programme. Three trained community mediators are now operating independently, and a women-led community oversight committee was formed to monitor the Charter's implementation.

Lessons Learned

Community ownership from the outset is non-negotiable — externally imposed solutions rarely hold. The combination of structured dialogue with leadership development created a self-sustaining dynamic that outlasted the programme. Investing in women as mediators produced faster trust-building outcomes than male-only groups. Documentation and data collection from day one are essential for credible impact reporting.
